Dick Chafey is a Managing Director in the Commerce Street Investment Management group (“CSIM”) a SEC-registered investment advisor. Mr. Chafey advises CSC’s extensive mid-market and community bank client base on ALCO issues including regulatory compliance, liquidity, market risk and interest rate risk. He generates revenue by offering a turnkey, fee based solution in addressing these issues in combination with Investment Portfolio strategy and trade execution/management.. Mr. Chafey was a member of the executive team for SJB Escrow Corp where he was integral to the due diligence process to establish an OCC, FDIC & Federal Reserve-approved Shelf Charter which returned capital to investors in 2011. Prior to that role, Mr. Chafey managed the $2 billion investment and liquidity portfolio for Laredo National Bank. He developed and implemented new Funds Management, Investment, Contingency Funding and Capital Markets compliance policies. Mr. Chafey previously held roles at Merchants Bank and FinSer Corporation. He was a Co-Founder of FinSer which developed a proprietary full simulation IRR and profitability model which included a fully interfaced bond portfolio accounting and strategy package. Mr. Chafey holds a Bachelors of Business Administration from Angelo State University and completed the Concentrated Management Course at University of Texas’ McCombs Graduate School.
